5. Personal data protection (GDPR)
5.1 Data controller
Villes Vivantes, represented by Denis Caraire, is the controller of the personal data collected via the website, within the meaning of Regulation (EU) 2016/679 of 27 April 2016 (GDPR) and amended French Law No. 78-17 of 6 January 1978 (French Data Protection Act, “loi Informatique et Libertés”).

5.3 Data collected and purposes
The website collects personal data in the following cases:
- Newsletter subscription: email address (mandatory); first name, surname and profession (optional). The profession is selected from a predefined list. Purpose: sending communications relating to the activities of Villes Vivantes and, where applicable, personalising content according to the subscriber’s professional profile. Legal basis: consent of the data subject (Art. 6.1.a GDPR). You can unsubscribe at any time via the link provided for this purpose in each email or by writing to privacy@villesvivantes.com.
- Browsing data: IP address, browser type, pages visited, date and time of connection, collected automatically by the host (Webflow). Purpose: operation and security of the website, visitor statistics. Legal basis: legitimate interest (Art. 6.1.f GDPR).
- Cookies and trackers: see section 6 below.
5.4 Recipients
The data collected is intended exclusively for Villes Vivantes’ internal departments. It is neither sold nor transferred to third parties, with the exception of technical processors acting on behalf of Villes Vivantes in compliance with the safeguards provided for by the GDPR (Art. 28), and cases where a legal obligation so requires. The processors concerned are:
- Brevo (formerly Sendinblue), a French company – management and sending of the newsletter. Subscription data (email address and, where applicable, surname, first name and profession) is transmitted directly from the user’s browser to Brevo’s servers located in the European Union, without passing through Webflow’s servers.
- Webflow, Inc., a company governed by US law – hosting of the website’s static elements (pages, images, code). Webflow does not process any newsletter-related data. Only technical browsing data (in particular the IP address) is processed by Webflow as part of the operation of the website.
5.5 Retention period
- Newsletter-related data: kept until consent is withdrawn (unsubscription), then deleted within a reasonable period not exceeding 30 days.
- Browsing data and logs: 13 months maximum (in accordance with the recommendations of the CNIL).
- Cookies: see section 6.
5.6 Data subjects’ rights
In accordance with Articles 15 to 22 of the GDPR, you have the following rights over your personal data: the right of access, rectification, erasure, restriction of processing, portability and objection, and the right to withdraw your consent at any time where processing is based on consent.
You can exercise these rights by sending your request to: privacy@villesvivantes.com, together with proof of identity in the event of reasonable doubt.
If you are not satisfied with the response, you can lodge a complaint with the CNIL (Commission nationale de l’informatique et des libertés, the French data protection authority): www.cnil.fr.
5.7 Transfers outside the EU
The hosting of the website by Webflow, Inc. (a company governed by US law) involves a transfer of technical browsing data (in particular visitors’ IP addresses) to servers located in the United States. This transfer is limited to what is strictly technically necessary to display the website and manage security logs; newsletter-related data, managed by Brevo, remains hosted in the European Union and is not transferred outside the EEA. Webflow implements appropriate safeguards (standard contractual clauses approved by the European Commission or, where applicable, the EU–US data protection framework — EU-U.S. Data Privacy Framework) in accordance with Chapter V of the GDPR.
